According to §6 of the 2nd Call for Project Proposals, each applicant can
participate as Lead beneficiary in no more than two (2) project proposals. In case of
universities and research centres the above-mentioned limitation is considered per
department.
If an applicant does not conform to the previous rule, as explicitly stated above, all of its
project proposals will be rejected.
There is no restriction in the number of Project proposals an entity can participate in as
“Beneficiary”.
In general, each applicant must meet the conditions of the Terms of Reference of each Call
for proposals. Each applicant participates in a Project proposal on its own account. In any
case, the eligibility check of an applicant is part of the evaluation procedure on the basis of
supporting documents.
It is the applicant's decision which name of entity to use in their Application Form,
thus, you may use either the name of the Research Institute or that of the Department. In
any case, there is no limitation in the amount of project proposals a beneficiary can
participate in.
There is a limitation in the number of project proposals a Lead beneficiary can participate in,
as per §6 of the 2nd Call for Project Proposals. Each applicant can participate as Lead
beneficiary in no more than two (2) project proposals, and for this reason Universities and
Research Centers may use the names of the departments, as the number of proposals is
calculated per department.
It is the applicant's sole responsibility to determine its own status and eligibility of
beneficiary, in order to apply for funding.
Beneficiaries located outside the Programme area are eligible to participate in
projects as per the flexibility rule stipulated in article 44 (2b) of Regulation EU No 447/2014,
“the total amount allocated under cross border cooperation Programme to operations
located outside the Programme area does not exceed the 20% of the support from the
Union at Programme level”. Ministries are considered as fully eligible and are not included in
the 20% rule.
In the 2nd Call for Project Proposals, Paragraph 7, the Concept Note is not
mentioned in the list of documents that should be prepared and submitted. In the document
describing the Project Selection Criteria for the 2nd Call of Project Proposals, the Concept
Note is not mentioned in the administrative criteria as part of the Application Package. It
should be noted that the Concept Note concerns ONLY the 1st Call for Strategic Project
Proposals.
All documents required for the 2nd Call for Proposals must be submitted in original
form, with the exception of the documents referred to points 9 and 10 of the list, which can
be copies of the originals.
Beneficiaries located outside the Programme area are eligible to participate in
projects as per the flexibility rule stipulated in article 44 (2b) of Regulation EU No 447/2014,
“the total amount allocated under cross border cooperation Programme to operations
located outside the Programme area does not exceed the 20% of the support from the
Union at Programme level”, under the condition that the activities implemented by them will
ONLY occur within the eligible Programme area.
Each beneficiary may choose a different calculation method for staff and/or O&A
costs, but this choice has to remain unchanged through the entire project period
(Programme & Project Manual, p. 42)
Potential beneficiaries located outside the eligible area of the Programme (and not
only those partners from the Regional Unit of Kozani) are eligible to participate in projects as
per the flexibility rule stipulated in article 44 (2b) of Regulation EU No 447/2014, “the total
amount allocated under cross border cooperation Programme to operations located outside
the Programme area does not exceed the 20% of the support from the Union at Programme
level”, under the condition that the activities implemented by them will ONLY occur within
the eligible Programme area
The Maturity Sheet should be filled per Tender. This means that the groupings shall
be based on deliverables that are going to be procured in the framework of the same tender.
The Lead Partners has to sign at the end of each sheet (1. Budget & 2. Sources of
Funding) of the Specification of Budget Cost file.
According to the 2nd Call for project proposals (chapter 10), projects should be
concluded within a maximum period of twenty four (24) months after the signing of the
Contract between the Managing Authority and the Lead Beneficiary.
The MA/JTS cannot comment on the starting date of a project proposal. It is the applicant's
sole responsibility to determine the timetable that is required for the implementation of the
proposed activities.
In case of approval of a project proposal, certain characteristics of the application form can
be modified accordingly, with the signing of the subsidy contract.
