For the Albanian beneficiaries, the 15% of the national co-financing is the
responsibility of each beneficiary, regardless of its legal status, to provide. This means that
for every amount the Albanian beneficiaries pay out, they will receive back only the 85%, as
Union Support. The rest (15%) will not be reimbursed, hence it is funded by the
beneficiaries own resources. For further details, the Albanian beneficiaries will have to
contact the Joint Secretariat in Greece or the Operating Structure in Albania.
As outlined in the Programme documents, beneficiaries outside the eligible area
are able to participate in projects, but they should implement activities ONLY in the eligible
Programme area. Hence, each beneficiary has to state the NUTS III code for the eligible
area where the activities of the respective beneficiary are going to be implemented.
The numbers in the brackets reflect to the comments at the end of the first excel
sheet (1.Budget), of the excel file ‘06_Specification of budget costs _ final’.
The file may not count the characters, but if you exceed the allowed number of
characters the field turns red.
According to the second call for proposals, each applicant can participate as Lead
beneficiary in no more than two (2) project proposals. In case of universities and research
centers the above-mentioned limitation is considered per department. If an applicant does
not conform to the previous rule, as explicitly stated above, all of its project proposals will be
rejected.
Project beneficiaries shall preferably be located in the Programme eligible area and Project
proposals must include at least one beneficiary from the Programme area of each country
participating in the Programme. The flexibility rule, as stipulated in Article 44(2) of
Regulation (EU) No.447/2014, applies also to the Region of Kentriki Makedonia. However, it
does not necessarily mean that a fixed share of 20% of the Programme’s budget is reserved
for beneficiaries outside the eligible area.
Beneficiaries, who are located outside the eligible area, can be eligible given that:
1. They implement activities strictly within the Programme eligible area
2. Activities are for the benefit of the Programme area
3. Activities are essential for the implementation of the project
4. Activities are included in the Application form of the project proposal
5. Article 44 of Regulation (EU) No.447/2014 is respected
The MA/JTS cannot comment on the eligibility of a potential beneficiary. The eligibility of
beneficiaries will be part of the project assessment. It is the applicant's sole responsibility to
determine its own status and eligibility to apply for funding.

Beneficiaries located outside the Programme area are eligible to participate in
projects as per the flexibility rule stipulated in article 44 (2b) of Regulation EU No 447/2014,
“the total amount allocated under cross border cooperation Programme to operations
located outside the Programme area does not exceed the 20% of the support from the
Union at Programme level”, under the condition that
1. They implement activities strictly within the Programme eligible area
2. Activities are for the benefit of the Programme area
3. Activities are essential for the implementation of the project
4. Activities are included in the Application form of the project proposal
5. Article 44 of Regulation (EU) No.447/2014 is respected
It is the sole responsibility of the applicant - potential beneficiary to prove (according to
official documents) that it is a national authority/body, in order to participate as a fully eligible
beneficiary and NOT to be included in the 20% rule.
According to the second Call for ordinary project proposals, each applicant can
participate as Lead beneficiary in no more than two (2) project proposals. In case of
universities and research centers the above-mentioned limitation is considered per
department. If an applicant does not conform to the previous rule, as explicitly stated above,
all of its project proposals will be rejected.
Bear in mind that project beneficiaries shall preferably be located in the Programme area
and project proposals must include at least one beneficiary from the Programme area of
each country participating in the Programme.

interest (needs not having an industrial or commercial character), and which fulfil at least
one of the following conditions:
be financed, for the most part, by the national, regional or local authorities, or other bodies
governed by public law or
be subject to management supervision by those bodies or
have an administrative, managerial or supervisory board, more than half of whose members
are appointed by the national, regional or local authorities, or by other bodies governed by
public law;
private organizations: non-profit organizations founded according to applicable legal
framework/law in the respective country can be eligible under the following conditions:
they do not have a commercial or industrial character or activities
they are non-profit and have a legal personality.
The MA/JTS cannot comment on the eligibility of a potential beneficiary. The eligibility of
beneficiaries will be part of the project assessment. It is the applicant's sole responsibility to
determine its own status and eligibility to apply for funding.
According to the Programme document the result and output indicators for Specific
Objective 1.3 “Increase energy-efficiency and the use of RES” are the following:

These are indicators of the approved Programme by the European Commission and they
cannot be changed. The target value of these indicators should be achieved through the
implementation of the approved projects.
More specifically for the Output Indicator “Decrease of annual primary energy consumption
of public building” the decrease in consumption should be measured (in Kwh/year), and can
be considerably achieved as a result of using RES.
Furthermore, the results that the partner States seek to achieve, with Union support, for
Specific Objective 1.3 “Increase energy-efficiency and the use of RES” are: a) Reduced
overall energy consumption in the public sector,
b) Increased share of energy from RES in the public sector, and c) Increased population
awareness regarding energy efficiency.

For your convenience the second Call for ordinary project proposals is addressed to:
a. national, regional or local public authorities;
b. bodies governed by public law[1], having legal personality, other than legal entities
defined under paragraph a, established for the specific purpose of meeting needs in the
general interest (needs not having an industrial or commercial character), and which fulfil at
least one of the following conditions:
I. be financed, for the most part, by the national, regional or local authorities, or other
bodies governed by public law or
II. be subject to management supervision by those bodies or
III. have an administrative, managerial or supervisory board, more than half of whose
members are appointed by the national, regional or local authorities, or by other bodies
governed by public law;
c. private organizations: nonprofit organizations founded according to

The budget available per specific objective is cited in section 5 (Budget available) , Table 3
(Budget Available for Beneficiaries) of the 2nd call for proposals.
In addition, the thresholds and ceilings of the total project budget for each one of the
Specific Objectives, as indicated in chapter 8 (Project size), should be respected, as well as
all the other terms and restrictions set by the Call.
The MA/JTS cannot comment on the eligibility of a potential beneficiary. The
eligibility of beneficiaries will be part of the project assessment. It is the applicant's sole
responsibility to determine its own status and eligibility to apply for funding.
Given that HOU has no branch in the eligible Programme area, all restrictions - conditions
that apply for beneficiaries located outside the eligible area, should be fully respected.
According to the second Call for project proposals (section 6: Eligible
Partnerships), Small and Medium-sized Enterprises cannot be financed by the Interreg IPA
CBC Programme «Greece-Albania 2014-2020».
Private organizations can participate in this Call for proposals, under the following
conditions:
they are non-profit organizations ,founded according to applicable legal framework/law in
the respective country
they do not have a commercial or industrial character or activities
they have a legal personality
they must be operational for at least 24 months before the launching of the call for
proposals.
The MA/JTS cannot comment on the eligibility of a potential beneficiary. The eligibility of
beneficiaries will be part of the project assessment. It is the applicant's sole responsibility to
determine its own status and eligibility to apply for funding.
The Interreg IPA Cross-border Cooperation Programme “Greece –Albania 2014-
2020” is a cross border co-operation Programme, co-financed by the European Union under
the Instrument for Pre-accession Assistance II (IPA II).
In order for an applicant to submit a project proposal he/she must refer to the Applicant’s
Package and to all relevant documents for the 2nd Call for Project Proposals.
Project Proposals should be submitted according to the guidelines provided in section 7
(How to apply – deadline) of the 2nd Call for Project Proposals.
The Selection Criteria apply at project level and not at country level. This procedure is made
public in order to make all stakeholders and project potential beneficiaries aware of the
selection procedure and criteria before preparing their applications.

In order for a project proposal to be eligible, it has to include at least one beneficiary from
the Programme area of each country participating in the Programme. (section 6: Eligible
Partnerships)
Each project proposal should be submitted in the framework of a single priority axis, a single
thematic priority and a single specific objective, depending on the proposed activities
included in the Application Form.
Each project proposal will be evaluated according to the selected specific objective.
1. It is the responsibility of the beneficiary to prove (based on official documents) its status
and area of influence, in order to participate as a fully eligible beneficiary and NOT to be
included in the 20% rule.
2. In case a potential beneficiary is located outside the Programme area, the activities
implemented by the specific beneficiary should ONLY occur within the eligible Programme
area.
In case a potential beneficiary is located inside the Programme area, the beneficiary may
implement activities outside the Programme area, respecting the following conditions:
a. The activity and/or event should be for the benefit of the Programme area
b. The activity and/or event should be essential for the implementation of the project
c. The implementation and/ or the relevance of the activity is included in the Application
Form.
The MA/JTS cannot comment on the eligibility of a potential beneficiary. The eligibility of
beneficiaries will be part of the project assessment. It is the applicant's sole responsibility to
determine its own status and eligibility to apply for funding.
